The Wisconsin Inmate Population
Wisconsin custody starts at the county level for most new arrests. Each sheriff-run jail or county detention center books people after an arrest, holds many pretrial detainees, manages short jail sentences, and transports people to court. The Wisconsin Department of Corrections, branded by the state as the State of Wisconsin Department of Corrections, runs the state prison and supervision system. Its official abbreviation for this build is DOC. The DOC system is the place to search a person committed to state prison or placed under DOC supervision, while the county jail roster remains the first stop for most fresh bookings.
The DOC weekly population report for June 26, 2026 listed 23,478 Division of Adult Institutions persons in DOC care. The same report showed adult institutions total population of 23,544 when DAI and DCC persons were counted together. County jail population is not merged into that DOC prison count. The statewide facility roll-up in the Wisconsin research includes county jails, work-release and Huber centers, juvenile or regional detention rows, DOC adult institutions and correctional centers, the federal prison at Oxford, and ICE-related detention rows.
The Wisconsin DOC home page confirms the agency branding and public-service structure used for the statewide prison side.
That statewide DOC role is separate from the county jail sites that handle recent jail bookings and local custody records.
Wisconsin Inmate Population Statistics
The strongest current prison-population figure in the research is the June 26, 2026 DOC weekly report. It gives a point-in-time count for people in DOC adult institutions and also gives the design-capacity context that makes the count meaningful. Research also compares that weekly report with the May 2026 DAI At-a-Glance and the FY2025 all-DAI institutional fact sheet. The result is a clear trend: the DOC inmate population stayed in the low-to-mid 23,000s from June 30, 2025 into late June 2026.
| Measure | Figure | Source and date |
|---|---|---|
| DAI persons in DOC care | 23,478 | DOC weekly population report, June 26, 2026 |
| Adult institutions total population | 23,544 | DOC weekly population report, June 26, 2026 |
| Adult institution design capacity | 17,857 | DOC weekly population report, June 26, 2026 |
| DAI At-a-Glance grand total | 23,492 | DOC DAI At-a-Glance, May 31, 2026 |
| FY2025 all-DAI PIOC population | 23,418 | DOC institutional fact sheet, June 30, 2025 |
The DOC data and reports page is the source hub for weekly population reports, DAI At-a-Glance files, monthly PIOC data, and facility fact sheets.
Because the DOC count is weekly, any Wisconsin inmate population figure should carry a date instead of being treated as a fixed number.
Wisconsin Inmate Population Trends
The recent DOC trend is best described as nearly flat to slightly up. The FY2025 fact sheet gave 23,418 persons in care on June 30, 2025. The May 2026 DAI At-a-Glance gave a 23,492 grand total. The June 26, 2026 weekly report gave 23,478 DAI persons in DOC care. That is 60 more than the FY2025 baseline and 14 fewer than the May 2026 At-a-Glance grand total. The research does not support a claim of sharp statewide growth or a sharp decline in that window.
| Date | DOC prison-related count | How to read it |
|---|---|---|
| June 30, 2025 | 23,418 | FY2025 all-DAI fact-sheet baseline |
| May 31, 2026 | 23,492 | DAI At-a-Glance grand total, with 29 out-of-state PIOC noted |
| June 26, 2026 | 23,478 | DAI persons in DOC care in the weekly population report |
Capacity language needs the same care. On June 26, 2026, adult institutions had design capacity of 17,857 and total population of 23,544. The same report identified point-in-time examples of institutions over design capacity, including Dodge, Oshkosh, and Oakhill. Those examples describe one weekly report date. They should not be copied into a facility row without the date, because facility counts change.
Wisconsin Inmate Records Law
Wisconsin public access starts with the Wisconsin Public Records Law. Wis. Stat. § 19.31 states the public-records policy, and Wis. Stat. § 19.35 covers access rights and requester procedure. The Wisconsin DOJ public-records explanation adds an important limit: records are presumed open, but exceptions can arise from statutes, case law, and the balancing test. For jail and prison records, that means routing matters. DOC records go to DOC, county jail records go to the sheriff or jail records custodian, and court records go through the courts and clerks.
Public-records rule: Wisconsin law starts with a presumption of access, but juvenile, medical, victim, sealed, expunged, investigatory, and institutional-security records may be restricted.
The DOC Public Records Center is the statewide request portal for DOC records and cites Wisconsin public-records law.
County jail booking records, local mugshots, inmate account records, and jail incident files are requested from the county that maintains them, not from the DOC portal.
How to Search Wisconsin Inmates
The safest search path is based on custody type. A newly arrested person is usually found through the county jail roster or jail contact route for the county that booked the person. A convicted state prisoner or person under DOC supervision is searched through the DOC locator. Federal prison custody is searched through BOP. Immigration custody is searched through ICE ODLS, with county or ICE facility pages used after the search channel is known. Wisconsin VINE can help with county custody notification, especially where a county uses VINE rather than a live public roster.
- Use the county directory when the person was just arrested or is likely in a county jail.
- Use the DOC locator when the person has been sentenced to Wisconsin DOC incarceration or supervision.
- Use WCCA when the question is charges, court dates, bond entries, warrants, dispositions, or sentencing.
- Use BOP for federal prison custody, including FCI Oxford or a federal inmate housed outside Wisconsin.
- Use ICE ODLS for immigration custody and VINE for county custody notifications.
The DOC Person in Our Care or Client Search is the official statewide DOC inmate locator.
A no-result DOC search does not prove release. It may mean the person is in a county jail, federal custody, ICE custody, or a non-DOC record category.
Wisconsin Jail and DOC Search
County jail and state prison are different systems. County jail records can cover pretrial custody, short sentences, municipal or circuit court holds, Huber or work-release status, warrants, probation or parole holds, transfers, and local booking photos. DOC records cover convicted offenders sentenced to DOC incarceration, supervision, or both. DOC's own general information page says to use the inmate and offender search tool for a PIOC sentenced to state prison and housed in a DOC facility, and to check city or county jail or VINELink when the person is not found.
| Question | County jail | Wisconsin DOC | Federal or ICE |
|---|---|---|---|
| Who is covered? | Recent bookings, pretrial detainees, short jail sentences | Sentenced state prisoners and DOC supervision clients | Federal inmates or immigration detainees |
| Main search route | County roster, jail contact, VINE, or records request | DOC Person in Our Care or Client Search | BOP inmate locator or ICE ODLS |
| Common false negative | Wrong county or roster not live | Person is in jail, not DOC | Person is in local or state custody |
The DOC general information page explains when to use the state locator and when to check local jail or VINELink.
This distinction is the core routing rule for Wisconsin inmate population searches across the state.
Wisconsin Federal and VINE Search
The federal and notification systems cover different parts of the Wisconsin inmate population. The Federal Bureau of Prisons inmate locator searches federal inmates from 1982 to the present and matters in Wisconsin because Federal Correctional Institution Oxford is in Adams County. The ICE Online Detainee Locator System at https://locator.ice.gov is the immigration-custody search route, though the screenshot capture was blocked by ICE. Wisconsin VINE at VINELink provides custody and case notification enrollment for many county jail situations.
The BOP inmate locator applies to federal custody, not Wisconsin DOC custody or a county jail roster.
Searchers should use BOP when the case is federal, even if the person has a Wisconsin address or the facility is physically in Wisconsin.
The DOC WI VINE County Jails page explains county-jail notification enrollment and the phone channel.
VINE helps with custody-change notice, but the originating jail or court remains the source for official records and release action.
Wisconsin Arrest Court Records
After a jail arrest, the booking record and the court record can part ways. The jail record documents custody and booking facts. The court record documents the prosecutor-filed charges, case events, bond entries, hearings, dispositions, and sentencing. Wisconsin is unusual in a useful way because WCCA/CCAP provides broad statewide public case access for circuit court cases. WCCA is not a jail roster, and it may not show a booking that never became a filed case.
The Wisconsin Court System case-search page is the statewide entry point for circuit, appellate, and supreme court case search.
Use court search for charges and case status, then use jail or DOC systems for current custody status.
Wisconsin Facility Directory
The statewide directory lists county jails, local detention centers, work-release and Huber facilities, DOC institutions and correctional centers, FCI Oxford, and ICE-related rows from the research. Every row is marked covered by an existing county folder. No uncovered Wisconsin jail, DOC adult institution or center, BOP facility, or ICE-listed Wisconsin detention facility needed a gap row in the current research. The facility type matters because the correct search channel changes with the facility.
The DOC adult facilities page shows the statewide prison and correctional center list used for DOC facility context.
County jail rows route down to the relevant county subdomain, while DOC rows use the statewide DOC search context.
Wisconsin Inmate Population FAQ
How large is the Wisconsin inmate population?
The DOC prison count was 23,478 DAI persons in DOC care on June 26, 2026. That number does not include every person in a Wisconsin county jail, federal custody, or immigration custody. It is the best current DOC prison population figure in the research.
Where should a new arrest be searched?
A new arrest should usually be searched through the county jail that booked or holds the person. Use the county directory when the arrest county is known. If the county roster is not live, VINE, the jail contact route, or a county records request may be needed.
When does DOC search apply?
DOC search applies to convicted offenders sentenced to DOC incarceration, supervision, or both. It is not the right first tool for someone booked last night into a county jail.
